Head light issue

I have a 48V yamaha cart. The head lights wont turn on, bulbs appear not to be burnt out. When switch is turned on, blinkers and tail lights flash like hazard lights on a car. Golf cart shop said it was fixed by replacing a bad turn signal bulb. Any thoughts on issue? thanks

Need more info...What year cart? factory lights or aftermarket? Is there actual hazard switch that can be pressed that may be stuck in the on position cancelling function to other lights?
