1980 electric marathon
when the selector is put in the forward position it takes off,, same thing with reverse,,, regardless if the key is on or off

Check and see if the gas pedal is not returning to the zero position. This may be a result of the Speed wiper arm contact burning or pitting the board contacts to the point of not allowing the wiper returning to off position.
