When you unhook the fnr, you are eliminating the load. You are getting the voltage through the resistor on the solenoid, which is the reason you have voltage before you press the pedal. Once you press the pedal and the solenoid didn't make contact, the resistor can't keep up with the load, so it drops. When you unhook the cable from the controller to the fnr, it eliminated the load is the reason you have voltage now. Do the solenoid test I mentioned earlier by removing the resistor and checking continuity.

With resistor removed, I check the ohms and it shuts my ohm meter off, but if I check voltage it's not getting any voltage on the controller side of solenoid when pedal is depressed without resistor...solenoid?

IF the solenoid is clicking but no voltage is crossing the large terminals then the solenoid has failed
