robin 295 fuel problem?

I think i might have a fuel problem but im not sure. Stock 295 robin with brand new carb and if you floor it from half throttle or no throttle it will not fire up but if you ease on it it will rev all the way up. anyone had this issue or know what could fix this issue.

I figured it out. the adjustment on the top of the carb has black plastic on it with tabs that only let it adjust but so far. with a little playing with it i got it to adjust farther and it runs like a top now
