Are you saying the cart runs ok then stops? If it stops does the starter still run? If it does then likely it is engine related like fuel or ignition. If nothing works it could be the start solenoid or pedal switch or starter. Another issue that is common is wiring problems, bad connections, bad battery post clamps causing loss of 12v power to the engine.

Have you pulled the cover off the primary clutch and checked the guts? Does the cover have a crack in it? When you push and pull on the sliding sheave the 3 weights should all swing out. It almost sounds like you're running on one weight and the other 2 are flopping around?
