They must be LED right? If that's the case, it's the LED driver in the lamps.they used to sell radio noise suppressors installed on the radio power wires.

Try getting some ferrite beads and run your power wires and ground wires through them, also power cables should short and keep the + and ground wires the same length.

Agreed LED ballast can cause RF interference. Bad ground can also cause static when you turn on other current drawing accessories. Especially on AM stations but can affect FM too.

I'd check the ground first. Run the ground for the lights and the radio both straight to the negative battery terminal. If that doesn't help it then try moving the antenna to a different location. If that does not improve it any, then try to shield the radio itself. You can pick up a sheet of mu metal and shield the radio itself with that. Stuff is thin and easy to work with... little thicker than heavy aluminum foil but I've used it in many classic cars with great success in eliminating inrerference.

I don't know what type of lights your really using but LED's don't have a "ballast". The most there is but a couple of resistors to lower the voltage. Here's a link to setting up or custom wiring your own LED's. https://www.ledsupply.com/blog/wirin...its-explained/

What type of an antenna do you have? How do you have the power supply wired to the radio? About the only thing that would make a buzz or static would be the starter/generator -- the brushes.

If the headlights don't get brighter and dimmer depending on if it's running or not, than it's more than just some resistors to drop voltage.
