Hmmm - maybe an air leak at the intake tube? Pull the intake tube from the tank (it threads out from the top) and inspect where the tube and fitting fit together - it's a pressfit, and often this is a failure spot - a good cleaning and a little epoxy worked in *my* case, as I too had this issue

OR (another one I just thought of) - if the venting has failed on your gascap, you could be fighting natural vacum - try priming it as Dave suggested, but then turn it over with the gas cap off and see if that helps
