Default FE290 rev limit/governor verify

Cart Gods,
New to and thankful to this site! I own a new to my reconditioned 2006 DS and it's all stock. Cart may see a gravel road but not intending to make this a hunting vehicle by any means. I'm very content with the top speed (not verified but it's faster than 11 mph).

I need to clarify a couple things please!

1. Bouncing on rev limiter will hurt engine...
1a. What needs to be done to prevent this from happening without manually fluctuating the throttle with my foot?
2. Zip tie on gov spring yields more mph?
2a. How does this work and not bring the rev limiter into play?
3. I'd like to improve torque for traversing hills.
3a. Is the Carts Parts Plus machining the clutches the best option?

This cart may see a dirt or rough road but will not be converted into an "off road rig".

1. Yes
1a. Nothing. Rev limiter shouldn't come into play as long as governor is not tampered with.
2. Yes
2a. It will bring rev limiter into play unless you disconnect brown ground wire from the RL. But once RL is disconnected a tach should be installed to keep track of the RPM's.
3. Get a torque spring for your driven clutch
3a. Torque spring would be enough for what you want, but yes, torque spring and machining will get you the most results.

Thank you for the feedback.

Sounds like I need to GPS the speed. As stated, this cart is still stock from a dealer with everything hooked up normal. In this state, I still bump the RL once in awhile. I may have to readjust the governor then to prevent that from happening. I'll find a flat stretch of road and see if I can bump it in that state as well.
