Default 2006 DS gas - mph question

Hello fellow CC'ers,

I have a new to me reconditioned CC, 2006 gasser & bone stock....so I think. Is it normal for a stock cart to run 18 mph on flat ground?
I've been reading posts about unhooking rev limiter & zip tie trick. I don't want to do any motor damage. On flat ground, with two people, this cart will "bump" the rev limiter. I used my GPS and the mph is 18 to 20.... Did someone mess with the gov arm? What do you all think?

DS's only run 14 mph stock from the factory, and if it bumps the rev limiter, then yes, the governor has been adjusted!
