Default 07 TXT PDS real slow,3mph new batteries

2007 TXT will only go 3mph when you step on pedal, however while your rolling if you lift foot off pedal and turn key off and back on it will run normally.
When you stop cart will run slow again, until you repeat this key on and off while rolling.
Im not real sharp on electronics however I decided to remove the cover on the controller with the tow/run switch. The red wire from the tow switch is noticeably burned at the square 4 pin plug end going into the controller, and the controller is burned pretty bad inside the 4pin (see attached picture).
Also the 10 pin rectangular plug has a burned red wire on it also. the inside of the controller 10 pin where the red wire is connected is not burned. ( see Attached Picture)
im thinking the controller is bad but wondered if anyone has an idea what caused this, and if I replace it, will it happen again because something else caused it?
Any help from EZ-GO folks will be greatly appreciated. Im not sure how or what to test to determine my problem. Thanks in Advance

Shown is the run/tow switch. So power (+) out opf the control on red and white. Both of these wires show signs of heat damage to the shield.
Both are switched and sent back to the control on orange and yellow.

I would venture a guess the plug connection got loose to cause this damage.
