You need a full log to see why you are not getting full battery voltage at the motor. It should easily top out at max RPM with the wheels in the air.

Maybe the cart thinks it is in reverse when it is in forward or all the time?

The snapshot of the log attached to post#4 indicates reverse switch is closed and forward switch is open.

Set Reverse speed to 100% and see if the motor spins faster.

Max rpm for a stock PDS motor powered by a 36V battery pack is about 5600RPM.

JohnnieB nailed it. Your log (I missed seeing that) shows that the controller thinks it's in Reverse. If it's going forward, you need to flip the two Field wires to get it going in reverse when in reverse mode. Your reverse buzzer should be on too!

Ok update, I got the wires flipped. I am now getting full voltage to the motor now, but am still only turning 3300 RPM, with speed limit enabled and disabled. so I think I am going to get the motor rebuilt.
