Need to do what Block said. He is one of the heavy weights on this site. Can't help you if you don't do what your asked.

Mine measures 12.2 to 12.4 when I hit the pedal switch, (throttle). IF yours is very near 12 volts, then I'm guessing its a faulty starter.

If its low 11's, or under, then its dirty/loose connections, bad solenoid or bad/weak battery.

When, car is running in neutral at moderate RPM, voltage at battery should be 14+ volts.

Hope your solenoid is a quality brand, they get a LOT of use!!

Sorry I didn't get right back with the results with the volt meter, my well pump went out...priorities said let the golf cart rest while you get the pump fixed. I'll "geter" done shortly. solenoid is a quality one, battery is still new and on the battery tender.

Me and my son (hvac electrician) checked everything, the voltage at the - and + at he s/G was only 4.8 volts when the starter was "trying' to start the engine. Like I said B4 it turns and stops, turns and stops, it will finally start after a long period of this turn and stop. When it starts the volts climb up to 14.4 and stays there. He and I believe that the problem is the starter generator, not sure why, but under a load of trying to start the voltage drops way off, it has always started, but I can't put up with the long delays and I know it will eventually drain the battery. The battery is fully charge when the testing was done.

4.8 volts at the the starter leads are unacceptable for it to turn over the engine. What was the voltage drop at the battery and solenoid with the same test procedure?

Broken throttle cable does not cause engine to not crank over.
