Default 1986 marathon 2pg drive belt

I recently got a 1986 ezgo marathon. The engine appears to run great but the drive belt seems very loose. I can pinch the belt between the clutches together with no effort. There is a new belt on it but it is only 39 3/4” and 1 1/8”. From everything i can find it should be 45” and 1 3/16”. Is there a way to tell if possibly the clutches were changed to the wrong ones? The drive clutch is fully open and the driven clutch is fully closed.
