Adjusting the govenor for speed

I have a 2003 ezgo txt not lifted yet.
I know I need to adjust the govenor to go faster, now do I have to drain out some of the oil so the engine doesn't blow?

I ran the Gov to the max and didn't drain any oil.

They only hold about a quart and a half to begin with. I did add a cooler and that increased my capacity to 2 Qts.
