Hults, mine is in with a nut and bolt,(dog, yes dog took mine and lost it out in the yard)!! But yours should have a pin with a push pin (like a cotter key) pushed through the bottom of it.
Just take a good look at it, you will see how it comes off.

I installed the new carb and the cart runs smoother and the hesitation is gone. I can't seem to find the fuel filter, I noticed installing the carb and noticed the metal oil filler tube is loose, I can pull it completely out of the block, is there suppost to be a gromment to hold it into the block? any ideas on how to fix this?

What you are smelling is exhaust from very lean mixture. That would be normally caused by float level wrong in carburator or clogged metering jets in the carburator. Now another thing that I found on my g9 was is your air box ( air filter canister ) closed up tightly. Are the rubber strapps that hold the lid down all good. The carb won't draw air thru the venturi properly if not . This can cause bogging. Last but not least is you engine level? If yours is lifted the engine may be on a slant, therefor you would have to shim the engine mounts for it to set level. I know that sounds weird but it effects the float level and the amount of gas in the carb to supply to the engine.

The parts book shows a clamp attached to the oil filler pipe but does not show what the other end connects to, it might be to hold wires in place along the motor. On some motors there is an "O" ring that seals the connection between the pipe and motor, this type of connection requires some sort of clamping device. On others the pipe is a press fit into the motor and normally has no other sealing. If the pipe is like this and is now loose you can make it secure by putting a loctite compound on the pipe and installing it in the block. There are a few different strengths of this stuff with the strongest (red) requiring heat (lots of it) to disassemble.
