Default how to test motor controller

I have a club car 48 volt with the rocker switch for forward and reverse just bought it used and the ID tag is faded to bad to get the year model info off. I push the pedal and hear the solenoid click but nothing happens have tested all connections with a dig tester and i got juice going into controller but nothing coming out even with the pedal pushed down so i was thinking the motor controller but wanted to know if there is something else i can do to be 100% sure before ordering another one as i have seen online they are over $400 bucks. Any info is greatly appreciated.

I wish what i need is the 4th image down but that still a good price compared to what i have found so far but still hoping to find a way to make sure before i buy one that it is the problem

don,t put all your faith in your digital meter and never jump right to replacing a controller.................always basics 1st.............have you tested and load tested the batteries? only takes one bad one to stop the cart..........how about the solenoid does it click when you press pedal? if you have the rocker switch than it has 2 solenoids.......where are they located? ..............................
