I have read it. It only defines a vehicle, but delegates allowing them to local jurisdictions.

The law reads you need brakes and rear lights, but not brake lights. I think it was a boo-boo, as why would you need to mandate that it have brakes, if it can go up to 25 mph?

I hit 37.6, so I don't count anyway, and I ain't never gonna put a dorky reflector on mine. I'll pay the fines. Two counties split my house, and a city limits is at my back property line, but none of the three have passed ordinances allowing me to drive on public roads.
