Convert Golf Cart to LSV/NEV in Indiana

I was just informed by the state BMV office that this conversion can not be done.

"You would not be able to convert a golf cart into a LSV or NEV and then register the vehicle in Indiana. Only the manufacturer is able to do this type of conversion. The manufacturer must declare that the vehicle conforms to all Federal Motor Vehicle Safety standards and provide the manufacturer’s certificate of conformity, or equivalent documentation, showing compliance with the United States Environmental Protection Agency Clean Air Act.

Anyone in Indiana ever come across this. My city, Lafayette, does not have a golf cart ordinance like some cities do so I'm forced to have a true LSV/NEV if I wish to plate it and drive it.

Any advice other then to trade in my cart, which I love, for an LSV/NEV?

Has anyone ever taken their cart to another state to get a VIN number then returned to the state that you live that allows a cart with a VIN to be registered. I know, I'm trying really hard here but it's because I have my RXV tricked out the way I want it and I don't want to have to trade it in on a 2five if I don't have to just to drive it on the street. I'm in the country but Galveston let's people run them on city streets.you have to have a flag,lights,seat belts I believe. then you get a sticker from the town marshall.I can't help you about Lafayette though.good luck.
