I have a 90 Club car Gas. And there is a metal rod on the top of the transaxle it isnt hooked to anything, it is towards the front of the transaxle , below the shift lever. Any ideas ?

land speed governor. the throttle cable from your black box runs to the passenger side and the then a second cable runs from the lever (drivers side) to the carb throttle.

It sounds as if your governor has been bypassed.

You wouldn't be talking about the Snubber mount, would you?

There's a tubular rod that attaches to that lever on your transaxle. One end hooks to the lever, the other end goes up and hooks to the butterfly throttle lever on the carburetor. I believe it's like an centrifugal inertia switch, when the cart gets faster, the rod pulls back on the butterfly lever, cutting power and "governing" your speed.

Since you don't seem to have the tube hooked up, your governor is completely disabled. And if your cart only goes 5mph, it's definitely not overgoverning that's making your cart slow.

Here's mine. The arrow is just pointing to the little screw that you loosen to make adjustments to the rod position. The other end of the rod that you can't see goes up to the carburetor throttle.
