On the handheld, the pedal when floored only says 85% if that means anything.

I don't believe it to be LBV because it's not coming up at LBV on the error report. Load tested they are dropping less than a volt.
Wheels spin freely, both sides, solenoid clicks (new BTW) and controller humms as it would if it were powering on. |

Trying to narrow it down, that controller should put full power once pedal is floored to the motor. That schematic should be familiar to yours.

Did you use two wrenches to tighten the studs on the new motor. If you didn't you may have shorted something inside the motor and blew the controller. Just an after thought.
