that's the stock first gen clutch. remove it, inspect condition and if ok clean, lube and reinstall. Parts are getting hard to come by for it but I love this cutch for ease of pushing the cart if disabled. This clutch has what I call an Idle bearing the belt rides on at the bottom. The comet clutches are nice and smooth but very hard to push.
