Could my governor in my axle be stuck? Or could one of my clutches not able to fully engage? Any suggestions where I should start to fix this problem?

That would have nothing to do with yours, you need more RPMs in that motor, Carb holding you back? maybe advance the timing, I don't know!! some of these guys know those motors and could direct you in the right direction...

When I take the clutch off the motor and run a rpm test it will go 4500rpm no problem but when I run the engine with clutch and everything on it, it struggles going 3500rpm. That’s why I am thinking it’s something in either clutch or in the rear axle. I don’t know! I just hate this build has been a disappointment in speed performance, that’s the only reason I put a bigger motor in it and kits is so I can reach 25+. Makes no sense but need help to solve problem! It’s like when I put my foot all the way down it’s like there’s a governor or something hold it back bc the cart want go any faster than 21. That’s why I think it the governor in the axle bc I just unbolted the governor bracket!

Is your linkage correct when you put the pedal to the floor? do you have full throttle? wide open? (test that with the engine off)..

Yes I get full throttle. So I installed a bigger jet on the carb I am hitting 23-25 at 4-4200rpm. Does that sound good or is there more adjust to be made. I would like to hit that speed with lower rpm. If there anything besides installing a 8:1 gear set in rear end?

limit the slop in your belt, and changing the gears in the rear-end and larger tires is all I can think of... oh, and make sure your clutches are working good

I have a little under 1” slack, I have 23” tires and new clutches. The only now that can change my speed is 8:1 gear set.

check an make sure your brakes aren't dragging. Lift it up and make sure the axles are spinning freely. Also, what is the air pressure in the tires...soft tires will make it hard on the motor. Harder tires, less rolling resistance.
