Error code 1-2 is an ITS throttle fault.

Here is a manual for a ST400, which has a 1264 controller and ITS throttle, so those sections of the manual ought to apply to your cart. Maybe other sections as well, Western just put their bodies on a EZGO chassis.

Lift cart, put on jackstands and crawl under it. Find the pedal linkage and follow it back.

On regular cart, the rubber floor mat has to be lifted to access the pedal box. The side rails that hold the mat down have to be removed. Same setup on a Shuttle-6, but don't know if that is the EZGO chassis Western used.
