Default Need to slowly press pedal halfway or fully press the pedal twice for cart to move

I have a 2012 Electric (48v) Club Car Precedent that only goes if I hit the pedal twice or slowly press the pedal halfway and wait until it moves. Once it goes you wouldn't know anything was wrong, and it's exactly the same every time as it always works on the second press of the pedal. If I stop for only a couple seconds it works right away, but stop long enough to hit a golf shot and it's back to double pressing again. The solenoid clicks and if I hold it halfway it clicks again and starts moving, or press a second time and it clicks again and starts moving. I have checked all the wiring around the controller and motor and everything seems fine, but I have not replaced either of these. This has been going on for over a year with exactly the same problem.

I have already replaced:
1. Solenoid
2. MCOR
3. F/R switch
4. Batteries and battery cables

I've also checked for loose cables, frayed or disconnected wiring, debris and connections under the pedal.

Is it possible for the cart to otherwise run fine for this long if it is the controller or the motor? Any other ideas?

Hoping someone has some ideas...I had an electrician check it today and he said there wasn't any wiring issues, and since it always works on the second press of the pedal it is not an intermittent problem, best guess is the on board computer because he reset it and it seemed to work the first time but then went right back to double press
