The red and blue wires are from the pulsar coil, it reads the engine position and sends a signal pulse to the ignitor to tell it when to fire the coil and spark the plug. To test it, put an ohmmeter between the 2 wires (when unhooked from the ignitor) - anything between about 75 and 150 is just fine

your ignitor might have burned the pulser up but also check the plastic connection from ignitor to coil they go bad right there also................unlikely but you could have got a BAD new coil i have seen that many times but if the wires from the ignitor to pulsar hot really hot it could have messed the pulsar up but give those wires a good look over might have melted a wire and stopped right there......................if you can borrow a coil and or ignitor to put on and try that would be nice but i,m asumming you get that lucky...........................

check the coil with an ohmmeter too - you should (if it's a factory coil) get around 3.4-6ohms if it's good ...
