fuel in crankcase
cart has been sitting a year put new piston and rings starts fine but notice fuel leaking from under cart not from fuel lines does pump have back flow preventer or does filter handle this.

What model cart are we talking about. 2 cycle, 4 cycle?

1991 3pg 2cycle i noticed fuel in filter on vac. side just assumed this was wrong. and that was where the gas in the case was coming from.

If the fuel appears to be dripping out of the gasket between the cylinder and the exhaust pipe the I suspect that you have a split in the fuel pump diaphragm. This ties in with the cart not being used for a year so the diaphragm got brittle. The fuel then leaks past the diaphragm into the orifice to the crankcase and fills it up. You should be able to remove and dismantle the pump to inspect the diaphragm. If it is split the best solution will be to invest some $35 in a new pump.
