If all connections are good and batt is good with power going to S/G?

The issue is in the S/G, 90% of the time its the brushes.

Only other thing you could do is use a set of jumper cables, go directly from batt to s/g. red positive side of batt to large post on s/g. black from neg. side of batt to ground on s/g.
That would bypass any wiring and connections that could be bad.

But I will put my money on bad brushes!

Thank you I’ll try that do you know what the voltage coming from the igniter are supposed to be.

That's not your issue.

That is a completely different circuit that is not going to work till you get the engine turning over. ( S/G turning the engine)

Take the s/g off and pull the back plate off and look at the brushes and armature, you may be able to just file them and clean up the armature with sand paper.

GOOGLE, will most likely have a utube vid showing replacement. EZGO S/G brush replacement

can be a little tricky getting brushes back over the armature if you have never done it.
