You are wise to be worried about jumpering things. Troubleshooting with a DVM produces less smoke and fire.

There is always the danger of the half ton cart taking off unexpectedly and running over someone or something, so lift the rear wheels off the ground and put on jackstands.

The solenoid is clicking, so connect your DVM between the B- and M- terminals.

Press the throttle pedal until the solenoid first clicks.
You should read FULL battery pack voltage.

If you don't get FULL battery pack voltage, there is a problem in the high current loop.
(High current Cables, F/R contacts, solenoid contacts. motor brushes, etc)

If you doe have FULL battery pack voltage, slowly press the pedal to floor.
The voltage should smoothly decrease to zero.
If it doesn't, either the controller is bad, or the ITS is bad.

Even with the rear wheels off the ground, I'm not sure if the 3 x 12V battery pack you are using will spin the motor.

If the batteries won't charge to over 12V each, they are bad and cannot be used for troubleshooting.

I agree, it could be as simple as the cart voltage being below the controller low voltage protection limit.

gotcha even though voltgage ant to bad 1 batterycan killthe hole system ill now load each battery thanks

Thank you for posting results, it helps anybody reading this with a similar problem......

One bad cell in one battery can stop the cart.
