Solenoid or Controller?

Didn't check that Scotty. I do know that the cam needs replacing. Loose and pitted studs. One is recessed. Possible that the f&r micro switch is bad? That's the only micro switch that I did not replace.

It sounds to me like you may need a complete new F&R before you can expect this cart to run. If you can check for continuity through the F&R contacts... A positive ohms continuity test is no guaranty the F&R will work, but if the ohms does not work the current won't run through the switch. see below:
