It is rated 24V to 48V, so 36V will be fine.
However, it is a 650A controller, so you will have to upgrade to a 400A solenoid, 2Ga cables (or larger), Heavy Duty F/R switch and a motor that can handle all those Amps.

On the other hand, it is programmable and can be turned down if need be.

I heard the axe controllers are for Pds only and not for fleet.. Have you ever heard that?

AXE is for Series wound motors, DCX is for Sepex (Shunt wound) motors.

BTW: There are Series, PDS, DCS and RXV Fleet carts. All fleet means is that the cart meets ANSI standard Z130.1. (Max speed less than 15MPH, etc., etc., etc., etc.......) They are carts designed to be part of a golf course's rental fleet.

Carts with Freedom designation may exceed 15MPH, or they might just have lights and other electrical accessories.
