OK JUST realized this is a 06!!! so sorry!!! but anyways checked diagram and saw that diode was a OPTION?? no diode on this car so I installed one and still same result. thanks again

So if you remove large wire on solenoid, does it still show the code? Test that with the wire disconnected, use tape it insulate temporarily.

you said you swapped everything, is there by any chance you could try another controller, this time make sure to keep that big wire off the solenoid taped up, before powering up, see if you get the code. If it does then you have wires crossed somewhere, basing this off you replacing everything else.

Ok first and foremost thanks to all that helped esp Scooterman. This is what I found after removing entire harness and swapping from good cart I noticed my tech had hooked aftermarket strobe light up to key switch for power. This obviously was causing a backfeed of power fooling the computer into thinking it had a "welded" solenoid. after disconnecting this no codes were found!! Thanks again

That is great news, sorry for asking you to do all sorts of weird things but I find little things like that will screw up all sorts of things. Congrats
