Default Throttle Adjustment

I have a 1987 EZGO that I had to put a new cable on for the gas. when I took it off with the pedal up, the throttle on the carb was about half open. I am not sure how this is supposed to be adjusted . There is also a second cable hooked to it that runs down to a lever arm that sets in front of the clutch. I assume this is some kind of Governor. I just need help getting this thing set right

Thanks for the manual, Yeah it didn't take long to figure out that it's held in the wideopen position until you step on the gas. From what I read and see I have everything hooked up correctly. When it was brought to my shop the only way it would run was if you held the choke all the way out. But it had power then. Now since I have the new carb on it runs without the choke out but it has no power. It will run pretty good til you floor it then it starts cutting out. I'll keep playing with it but any suggestions are appreciated as well. I know the gas is mixed wrong the guy told be he has always mixed it 50:1 so I may drain it all out and go to the 100:1 as recommended and see what happens.

If he has been running it like that for a while, you may need to burn out the muffler to clear any sludge.
