Default '85 Gas Club Car engine issues

I rewired the whole cart getting connections correct trying to bring this cart back to life. everything seems to be right as far as wiring. when i push the gas the starter spins barely, but when i take the belt off it spins fast as it should. S i think something is bent/broke where the rod that connects the pulley into the engine because it will spin but it has hard spots. Any ideas?

Pull the starter off and check brushes. I guess you mean the starter has hard spots? The last one I had that had hard spots the brushes got worn to low and destroyed the armature. 180.00 part. Only 15 for brush kit. And I guess you did check battery voltage while trying to crank to see if battery was good

The starter spins when the belt is off, its where the belt off the starter goes that has a hard spot

Yeah, the belt goes off the starter to the pulley that comes out of the engine, i have no idea what that is called, but that pulley has a hard spot, even when spinning by hand

The Drive clutch? Does that sound right. Well it has a hard spot. What do i do

Ok. Turning the clutch by hand CCW. It should hit the compression stroke and get hard to turn untill it's done. Then get easy again. You can take the spark plug out and it should spin freely. Like I said though first thing first. Did you check battery voltage. Did you check battery voltage while trying to start it.
