Did you check what the Under Voltage slider was set to?

Should be about 27V for a 36V pack.

It is normal for the battery pack voltage to drop when amps are drawn from it.
The greater the number of amps, the greater the voltage drop.

You said you had new batteries, but you didn't mention the AH rating.
However, even a super economy golf cart battery (IE: 180AH) shouldn't drop low enough to trigger the Under Voltage alarm when new, so either the Under Voltage set point is too high or an excessive number of amps are being drawn from the battery pack.

Is anything getting hot?

undervoltage is set to 27volts. Is there anything else I should check assuming that the controller is OK. This is the exact same problem I had prior to changing out the controller?

I'm not giving the controller a clean bill of health yet, nor the batteries, nor the wiring.
Everything is guilty until proven innocent.

What is the voltage between the battery pack's main positive and negative terminals when the controller goes into under voltage cut-off?

What is the voltage at Pins 5, 6, 9 & 10 on the controller when the controller goes into under voltage cut-off?
