But if I do test 2 I do have continuity on the large terminals....really confused

yes it would run ... they just allow the current to the motor
if they welded closed then they allow current to flow....test 1 or 2
it seems strange all are bad ... unless you used 12v solenoids
you have to use 36v solenoids

So I unhook all the wires off the solenoid, and test for continuity between the large terminals, correct?

Remove everything including the resister coil and copper band connecting them all together.

yes remove everything


they are welded closed

replace them with 36v ones
