Hard to tell but looks like somebody replaced your throttle cable. What year is it? Has a box for choke right?

2011 precedent. Yes has a box for choke. Seems it runs fine

It looks to me that the previous owner didn't like the ground speed governor!
The cable with the spring (that's attached to the carb) should be connected to the governor lever on the transaxle.

Makes a little sense, I just brought it in for service, and ask if i can get it faster than 18mph they gave it back to me now does now 24mph. I ask if limiter was still intact. Just wanted to know if not having that hooked up then will damage my cart

so...
they just re routed the accelerator cable (10) straight to the carb vs to the governor arm on transaxle, then governor cable (9) from governor arm on transaxle to carb. Assume the gov cable (9) is just hanging out other end still connected to Governor Arm ?

Does it make that much of a difference since the governor cable is solid, no spring (correct) cable. I just got a new one in as the old one has a clip on one end broken. Figure unless the governor arm on transaxle is not a one to one ratio, so that on the acc end it is longer than gov end to reduce the travel (pull of the gov cable) ??
