Default 1999 G16E Stopped while driving

I recently bought from older couple. The lady was driving and said that the cart just quit working. They took to a "dealer" and the "dealer" replaced the solenoid, which didn't fix the issue, then told them that it "could be the controller". I checked the voltage on batteries, checked fuses and then started checking continuity on all switches. I checked the Speed controller and have no resistance between any of the 3 wires, W,Bl,G. This is an obvious issue. My main question is, when should the solenoid switch/click? Is it when the key is turned on or when the accelerator is pushed. I guess I'm looking for a sequence of operations to follow on the schematic. I do have the schematic.
