Mike I squirted a little oil into the driven clutch and revved the cart a few times,it is opening but it also has an "unused " 1" or so on the bottom part of the sheaves just like the area on the top part of the drive clutch.Is it normal for these unused areas or should the belt be all the way to the bottom of the driven clutch and all the way to the top of the drive clutch when the engine is revved all the way up?Also it does not change the speed up or down when I adjust the governor,it will hit 17 mph and then start surging,is this the rev limiter coming in or governor?

17 MPH sounds like the right ground speed and the surging sounds like the governor kicking in. I dont think that the belt goes all the way to the top of the drive or the bottom of the driven during normal operation.....but I may be mistaken.

Thanks Mike,YOU DA MAN!! I took my driven clutch off and sprayed some PB Blast in it,worked the sheave halves back & forth then put it back on and presto it will run 27 mph now which is 10 mph than before!
