sound more like maybe a wore drive belt or driven clutch problem to me. you might also be expecting a little more than that 9hp engine can deliver.

What kind of top speed should I be seeing with the stock 295cc engine on level ground. I can verify with GPS so I know if im expecting too much.

There is no timing 'adjustment' just a belt with teeth on gears. At 150/160 psi you are getting ready for a rebuild. Could be that your driven clutch is not working properly too? Can you see if it is down shifting on the hills where it bogs?

A neighbor said his cart was bogging on the hill. SO I ran it up the hill until it Bogged and shut the key off and locked the brake. When we lifted the seat the clutch was still in high gear. A rebuild fixed it..... hope this helps

top speed on level ground... 23mph maybe, on a good day with the wind in the right direction. kinda depends on if your igniter has a rev limiter on it. some didn't on the early engines. of course tire size plays a role in the speed too

I held 22mph pretty consistantly on a tired 350 (150psi) with 22" tires. I could run 24 on a mild down grade.
