I hooked up my car battery to it and it would not turn over.

I hooked the jumper cables to the battery and it still would not turn over.

I removed the battery, hooked the jumper cables straight to the EZGO cables as seen in the picture I posted and it turned over.

I have not tried just a battery since I got the engine to turn over.

When I work on it, I still use just the jumper box with no battery to start it.

one more thing.

What does this thing do? (What the yellow arrows are pointing at)
Is it the governor? What is the point of it?
the bar pivots when you hit the gas and the end of it sits on the button of the cap.
Can I do away with it? What purpose does it serve?

Can't answer that till the clutch is off and inspected. The metal is not good.
On the the gov I am not up on them someone else will help.

Yes that is the governor. Get the cart running good and then remove it. Good luck.

I already took the cover off and showed pictures of the clutch. Those metal pieces which I assume are buttons, fell out of the clutch housing when I took it out.
