Default G16 cold start problem

This occurs only when temps are below freezing. My G16 acts like its not getting enough fuel. I have to spray a small spirt of start fluid to get it to run. It runs for a few seconds and dies. Then after many cranks choke closed and open action and brief starts it will slowly start to stay running. Once its warmed up everything is fine. I think it might be a weak fuel pump, vacuum leak to the fuel pump, or a dirty fuel filter. Its below 20 degs out there right now. To cold to be taking things apart. So I posted this to get input and further idea's. Plus I'm bored silly being stuck in doors all day with this weather. So all you cart gear heads out there lets hear some technical trouble shooting

G16's are cold collared as crap. My 99 used to aggrivate me to no end. Totally different from my G9 or G2 which would almost start without using the choke in zero temp weather. The only other cart I've owned that was more cold collared was a 05 Ezgo St350.

OK I know I preach about clean carbs all the time, when
the temps drop and the cart spins a little slower you lose
the vacuum signal if there is any obstruction in the pilot
jet system.
