Providing you have fuel to the carb or tried starting fluid, does it have compression?

At least check compression by holding your thumb/finger in the plug hole so you know you have some. Blowing out the carb could be valve issue, you can take the rocker cover off and check lash and movement of rockers. Be very careful of oil you don't want it to leak down into shrouding and will fill the fins with dirt. It is normal to get a tiny bit of blow out the carb cranking, just not much.

ok i checked compression with my thumb and it has pressure. the carb spits only a little bit so it should be fine. the rockers seem to be fine but i dont know what the gap clearance should be but it dose feel right. is there some thing like spark timing on there i need to check.
