Checked pedal microswitch and got 2.3 volts and when I depress the pedal, it goes to 0.0. Put meter on ignition switch and got 2.3 volts. Any suggestions on what to try next? Thanks

Also, I put meter on MS2 and got 37.6 volts in forward position, I put in reverse and still got 37.6 voltson both the red and the blue. When I put meter on MS4 in reverse position I get 37.6 volts on both terminals, when I put in forward position I get 0.0 volts on orange wire (switch open). Shouldn't MS2 work the same and only close when in forward position.

Do I have a short in the blue wire from MS2 to the key switch since I am only getting 2.3 volts at the key and I am getting 37.6 at MS2?

If you don't have B+ (Battery Pack voltage) going into the pedal switch and you do have B+ leaving MS-2, the problem is between those to test points.
The problem could be in the Blue wire going to the keyswitch, the Green wire coming from the keyswitch, or within the keyswitch itself.

If you have B+ at one end of a wire and don't have it at the other end of same wire, there is a problem with that wire. Could be a broken wire or bad connections.

MS-2 and MS-4 have entirely different purposes.
MS-2 only allows solenoid to activate when F/R selector is in either F or R. This is to prevent arcing of the high current contacts in the F/R switch when shifting direction of travel.
The purpose of MS-4 is to sound a warning device (beeper) when cart is in reverse and to limit Reverse speed to 1/2 the Forward speed.

Here is a drawing showing how the microswitches are opened and closed by the indentations on the circumference of the F/R cam.
Note: It is for an earlier cart, so it is shown upside down to the way it is mounted in later carts and MS-4 is label MS-1, but it is electrically and mechanically the same.

Thanks for all your help. It was the blue wire from MS2 to the ignition switch. It was a bad wire. I tried to fix this because I've been waiting for 3 weeks for the repair guy to come and pick it up to fix. I'm excited to call him and tell him that I found and fixed the problem. I have a john deer gator, EZGO workhorse and this golf cart, seems I'm always paying $300-$400 everytime he fixes one of them. Next time something goes wrong with them, I'll ask for more help and try to fix it myself!
