Between the years 95 and 2001.5, EXGO made a half dozen or more body styles and at least thee different types of drive systems.
For many of them, about 12MPH is the top speed without modifications.

Enter the cart's serial number at this website linked to below to find out what the cart was when it rolled out of the factory and then we can make suggestions that will improve the speed, or suggest what to look at to determine why is isn't going faster.

If it has a plastic body, it's most likely a TXT body style.
If the F/R lever has a rod going to the covered box with the nut in the center, it is a series drive. (Has a series wound motor)
If the motor has a 2003 date on the label, it might be a 2003 or 2004 cart.
There was a change in the steering mechanism around 2001 that can identify it before and after that year, but I'm not sure which is before and which is after.

Anyway, the top speed for a stock series cart is 13-14 MPH with the standard motor and 17-18 MPH with the optional motor.
Does the motor label have any part numbers on the label? Those will tell us what you have.
My guess is that you have a standard series motor.

Since your top speed is a bit below the nominal top speed, you might be loosing some voltage due to excessive resistance in the cables and/or the solenoid contacts and/or the F/R switch contacts. Or the throttle may not be telling the controller to turn all the way on.

What is the Amp-Hour rating of your new batteries?
What is the battery pack voltage when you are stopped?
What is the battery pack voltage when you are at top speed?
Whet is the voltage between the A1 and S2 studs on the motor when you are at top speed?

------------
The top speed of a series cart can be increased, but it can get expensive.
What kind of speed are you wanting?
