Default charger board

Need advice on power wise charger.
I have a short ( or something) in a charger board. Now this is in the high voltage side. with all wires unplugged from everything except from the board I have a short. Ohm out the power cord it's clear. Can leave black and white wire unplugged and nothing happens. When I connect it to the spades Black and white it pops the breaker. I have tried a different board and same thing.
If you Ohm the power board through the spades on the board, It's shows a circuit, Should It ?????? If so how does it work.

I take it that the charger is tripping the wall outlet's circuit breaker?

Also, which Power-Wise charger do you have? There are several models.

JohnnieB It's a 20115-go4 and yes it trips the breaker in the panel box.
I can't see how it has continuity all time on the plug in of the cord. But that's just one more thing I can't understand at my age.

Perhaps that is supposed to be 28115.

The power cord should not have continuity all the time.
The only time AC power is connected to the transformer primary is when relay on control board is closed.

Sounds like you have a shorted MOV (metal-oxide varistor) on the control board.

When they short, they typically explode. See attached:
The MOVs are the two blue disks, one with a chunk missing

Johnnie Let me ask this, If I place the meter on the spades on the control board (white and Black) should I have a circuit???? I do even on new ones.
If I check the power cord from plug in to the spade connectors on the cord there is no continuity. Is there something on the control board that is a power consuming device ??? I've always been told AC power has to go to something that will use it up.

AC line voltage is coupled through the control board, but not used by it.
The two spade lugs next to each other on the side of the board is a jumper or pass-through connection for the AC Neutral (White) wire.
The AC Hot (Black) wire connects to the relay.

They are identified on the attached.

----
If the black and white wires from the AC power cord are connected to the two spade lugs, you have a dead short between hot and neutral!!!!!!!!!!!!
