Default Zone Cart

I'm helping a friend try and figure out what his Zone Cart has going on and any help would be appreciated.
The battery charger is a ElCon 48 volt and none of the led status lights are lighting up. he said once that there was a clicking sound but still no led's at all.
We charged the batteries individually and the battery meter is only showing a quarter charge but each battery is fully charged and we have 48 point something volts at the two cables. Any advice will be helpfull. Thanks

Does it use a Curtis Sepex controller? If it does, is it flashing an error code?

not sure to be honest. All I know about the controller so far is that the control is located in the center of the dash right behind the key switch.

If the zone is a 4 seater the controller will be located over the rear axle. There is a cover you can remove on the body under the seat backs. If it's a 6 seater the controller is usually located under the front seat.

If it's a curtis controller and it has power to it. There will be an orange led that will flash an error code.
