I am guessing on your controller Pos is B+, Neg is B-, and A1 is M- but hopefully an expert will chime in soon.

This controller is somewhat unusual so follow this method:
Black lead of voltmeter on B- Red lead on A1 Voltage reading should start at zero and increase to 48v as the pedal is pushed. Before you do the voltage test you might want to check continuity between A1 and A2 on the motor to verify that the brushes are good. Reading should be very close to zero ohms. |

I would junk that garbage Moric controller even if it was good. Can Don Plowman at Plowman's Carts and discuss controller options with him.
