I've got a g2. The belt and clutch check out, the governor is screwed almost all the way in and runs 13mph gps. Need to check throttle plate and cables.

One time I saw 31mph just screaming on the pavement with rear 22s at 15psi, on GPS. It had to be over 5K rpm. G2 is not as fast because they have a limiter in the ignition, but it cuts out when you hit it you will know. G9 can barely make it there anyway, I might have had the wind to my back for a while.

You can wire the carb open and run it just to test for carb opening all the way or governor issues, see how fast it goes. It will still die when you let off the gas. If no speed then you know its an engine issue. You can take the muffler loose/off and see if that changes it.

I went through a similar situation. I was doing about 13 MPH and the engine was screaming to get there. When I changed the secondary clutch and belt, the cart accelerated faster, but still did 13 MPH. The engine was now running much slower to run at 13 MPH, as the governor was now reducing the engine speed to hold 13 MPH. When I cranked down the governor nut I jumped up to 18 MPH, with only a modest increase in engine speed. It's still not screaming like before the clutch change. So you are likely either running into the governor holding you back, or your engine is not making enough power. The former is easy to test for. The latter could be caused by a number of things.
