2000 ezgo PDS

I have a 2000 ezgo PDS 36 volt all of a sudden it is very slow when you let off acclerator the regentive beaking is applied . I have performed the diagnostic test and get 3 beeps followed by 2 which is welded solenoid . I have replaced the solenoid no help I have also replaced the speed control in the motor . I have checked all battery voltage at rest and under load and all are with in normal limits. Cart has normal power in reverse but very slow in forward I have tried swapping wires on forward reverse switch with same result. Any ideas what it could be I think I may have bad controller give me your thoughts.
