Default Driveability issue, clutch/belt?

I put a basket case '99 Club Car together from leftover parts from customers projects. The motor came out of a running cart, along with the 22" tires. I bought some clutches from a member on here that were machined and the spring changed at Cart Parts. I drove it for the first time tonight and there is no slow driving, or slow cruising. The thing just takes off when easing into the throttle. It actually will spin the tires and it throws you back. Fun, yes, but I built this for campgrounds and when we're at the race track. Is this what those clutches are supposed to do or do I have wrong belt (short). The cart the motor came out of never went this fast or quick, and had the same tires.

The first thing that comes to mind with your symptom, is a broken butterfly in your carb!

I'll check in the morning, maybe it broke in the swap or when I was getting it to run today. How tight is the belt supposed to be? I remember reading about a measurement distance from the drive and driven clutch, I was going to check that too.

9 5/8" center to center is stock for DS's and Precedents!

It's a 99... with the unitized transaxle, the engine should almost bolt directly to the transaxle! (less the engine pan rear plate and 1/4" spacers),
So it should come very close to that if you remembered the spacers!

I couldn't remember if there was any adjustment on the motor plate, new to working on these things.

Thanks Lockman, I checked the throttle plate and it was not closing all the way. I adjusted the new throttle cable and it now has low RPM cruise.
